MINUTES OF THE BOLTON-BY-BOWLAND,GISBURN FOREST AND SAWLEY PARISH COUNCIL 10 May 2004

HELD AT STEPHEN PARK,GISBURN FOREST,ON MONDAY, 10th.,MAY, 2004, COMMENCING AT 8-03pm.

PRESENT: Joan Cradock,Philip Nierop,Roger Park,Jim Porter,Richard Schofield,Angela Smith and Percy Tilbury.

Also in attendance:David Padley (LCC Countryside Officer),Mark Hornby (LCC Highways),Borough Councillor Ranson,County Councillor Atkinson,Emergency Community Support Officer (Lancs Police)Roger Wood and 2 members of the Public.

CHAIR OF THE PARISH COUNCIL 2004/2005

Roger Park was elected.

WELCOME AND THANKS

The Chair welcomed guests to the Annual Meeting and extended a vote of thanks to Richard Schofield who had just stepped down as Chair of the Parish Council.

COMMUNITY WEBSITE

Roger Wood gave details of the up and running Website “bolton-by-bowland.com”. Sponsorship for the next 12 Months had been obtained.Roger indicated that he wished to attend the next Meeting to take a Group Photo to be published on the Site.

QUIET LANES AND GREENWAYS INITIATIVE PHASE ONE

The Chair introduced Mark Hornby from LCC who gave a presentation on this “Intiative”.He expressed surprise at the “fuss” and queried the contention of any lack of consultation though he admitted that this was geared towards Chipping and Slaidburn where there had been exhibitions and meetings.County Councillor Atkinson stated that since the streamlining of LCC there was no longer a Highways Committee of which he had been a Member.Also his Ward did not cover Chipping and Slaidburn so he had been kept out of the loop.There followed an exchange of views with Mark Hornby with the impact on Grindleton a particular concern.It was made abundantly clear that this Parish Council had not been consulted even though signage and routing of traffic affected the Parish.Representatives from RVBC and the Police confirmed there was no consultation with them either.Roger summarised by saying that the principle may not be so bad but without consultation then that is why we are where we are now.He drew the matter to a close insofar as the Meeting was concerned and asked for the re-instatement of the original signs which was agreed.

SUNDAY MARKETS AT DOCKBER FARM,SAWLEY

Borough Councillor Ranson commented upon the current competitive element at Dockber Farm with two Sunday Markets operating next door to each other.A letter from the Director of Legal Services RVBC on the subject was noted.Concern was expressed regarding unacceptable traffic hazards.The Community Support Officer present at the Meeting would convey these to Inspector Bob Ford.

PARISHLENGTHSMAN SCHEME

The Lengthsman had submitted his resignation with effect from 1st June,2004.He had however offered to continue working in the Gisburn Forest Ward for the foreseeable future.This was approved subject to a suitable replacement being prepared to work in the remaining Wards and West Bradford.An Advertisement would be placed in the local newspaper as soon as this had been ratified by the West Bradford Parish Council who were Partners in the Scheme.Reference was made to the LCC Green Partnership Award of £750 towards the repair of Railings and a possible Award to the Recreation Scheme in Sawley once Planning Consent had been obtained.

FOREST OF BOWLAND AREA OF OUTSTANDING NATURAL BEAUTY~MANAGEMENT PLAN

Copies of the management Plan were handed out at the Meeting.Letters from the AONB Officer and the AONB Publicity and Information Officer had been previously circulated.

ANNUAL APPOINTMENTS

c)Settle Tourist Information Centre:Terry Murray;

d)Planning Delegation Scheme:John Burgess,Roger Dewhurst and Roger Park~Bolton-by-Bowland,Richard Schofield and Percy Tilbury~Gisburn Forest;Joan Cradock and Jim Porter~Sawley;

e)Hungrill Trust~Roger Park;

f)St Thomas’ Trust~Joyce Lilburn and Jennie Wilkinson;

g)Governor for Bolton-by-Bowland School:Angela Smith would continue as a Governor until September.There would no longer be a Parish Council Appointee.

MINUTES

These were circulated at the Meeting.They would be re-submitted at the next Meeting for Approval.

MATTER ARISING

Concern was expressed regarding the deteriorating condition of this Car Park.A further letter would be sent to RVBC.

PROGRESS REPORTS:

BOLTON-BY-BOWLAND SCHOOL

A new head Teacher had been appointed and would commence for the Autumn Term.

PARISH COUNCILS’ LIAISON COMMITTEE

The Clerk reported that among matters for discussion was Local Government Change.

FINANCIAL REPORT

Cheques approved:-£175-00 Clerk (salary+£25 petty cash);£50-00 RVBC (photocopying 2002/2003 & 2003/2004);£175-00 Zurich Municipal (insurance) and £10-00 Tosside Community Link (hire of the Institute ~ being replacement cheque for one not submitted by them for Banking within the time allowed).

Consideration was also given to an invoice from 4MAT Computer Systems for £95-00 being the cost repairing the Clerk’s PC.It was agreed that this be paid.

Annual Audit:Details were given of this process for which all papers would be submitted for ratification at the next Meeting.

UPPER HODDER VALLEYSTEERING GROUP

A note of the Meeting held on 26th.,March had been previously circulated.This was noted.

THE STANDARDS BOARD FOR ENGLAND

A letter and enclosure from RVBC regarding a review of referral decisions had been previously circulated.This was noted.

PROPOSED CLITHEROE SUB-POSTOFFICES CLOSURE

Extracts from the Consultation Document from the Post Office had been previously circulated.On the basis of the resulting increased usage of the Clitheroe Main Post and further closures no doubt to follow,a formal objection would be submitted.

PARTNERSHIP IN ROLLING OUT BROADBAND TO RURAL COMMUNITIES

A letter from the DTI/Defra had been previously circulated.This was noted.

DEVELOPMENT OF THE TOSSIDE INSTITUTE

Percy Tilbury circulated an update on this development.The Official Opening would be on 19th.,June.

AFFORDABLE HOUSING FOR LOCAL NEEDS

Following the Survey at Bolton-by-Bowland an update of various discussions in the Community were highlighted.Whilst there was still deep suspicion by some it was agreed that a dialogue should be maintained and momentum continued.Mike Kirby the RVBC Planning Officer who had attended an earlier Meeting of the Parish Council on this issue would be engaged to hopefully secure a breakthrough.

0194~Shelter etc for Shoot,land adjacent Hellifield Road,Bolton-by-Bowland,Mr RG Askew:”no objections”.
