MINUTES OF THE BOLTON-BY-BoWLAND,
GISBURN FOREST AND SAWLEY PARISH COUNCIL 1st SEPTEMBER,2008
AT BOLTON-BY-BOWLAND VILLAGE HALL COMMENCING AT 8-00pm
Present:Jim Porter (Chair),Jonathon Backhouse, David Blackledge,Nick
Capstick,,Barbara Evans,Terry Murray, Angela Smith,John Thornber,Percy
Tilbury and Mary Walsh.
Also in attendance:Cty Cllr Albert Atkinson
Apologies for Absence:Roger Dewhurst and Borough Councillor Rosie Elms.
Welcome:Parish Councillor Jonathon Backhouse was welcomed to the Meeting.
Election of Vice-Chair of the Parish Council [Representative of the
Gisburn Forest Ward]:Jonathon Backhouse was elected Vie-Chair.
Minutes:The Minutes of the previous
Meeting were approved and signed as a correct record.
RVBC Strategic Housing Market Assessment & Strategic Housing
Land Availability:The Clerk had attended the RVBC Offices and viewed
plans
of the three centres of population of the Parish Council.Areas had
been identified showing potential land use for housing~including
the village school.The Parish Council would be consulted early in
the new
year however only as part of the general consultation with everybody
and not before.
Progress Reports
•
Parish Councils’ Liaison Committee:Albert Atkinson gave an
update.Johnathon Backhouse was appointed as the Gisburn Forest Representative.It
appeared
that the other Ward Representatives were not receiving papers after
the new appointments in May.The Clerk would make the necessary inquiries
of RVBC.
• Bailey Lane,Tosside:An approach had been made to Land Agents at Kirkby
Stephen in an attempt to unlock the logjam.
• Traffic Speed Indicator (SpiD):This had arrived together with the brackets
and the matter was now with LCC for erection of posts and securing
of brackets.
• LCC Parish Lengthsman Scheme:The Clerk,the Lengthsman and Dave Padley,Countryside
Officer had met to resolve a number of outstanding issues.
• Refurbishment of Bolton-by-Bowland Traffic Sign:The completed sign
was anticipated soon.
• Flooding:This was in hand with the floodgate and associated works well
on target.
• Japanese Knotweed:Richard Atton had sprayed when the rain finally relented.
• Mountain Bike Routes at Gisburn Forest:Whilst the scheme itself was
scheduled to go ahead as planned the envisaged local funding as previously
described was very likely not to occur.

Cheque Confirmed:£3,224-21 Counters & Accessories (Traffic
Speed Indicator).
• Annual Audit:The documentation for 2007/2008 was now with the External
Auditor.
• Roadside Benches-Bolton-by-Bowland:Bolton-by-Bowland representatives
would consider options and report back.
• Information Room,Bolton-by-Bowland:A rather shameful E Mail from the
Tourism Officer,RVBC, had been previously circulated,denying responsibility
for it.The Clerk had previously instructed the Lengthsman to repair
the cracked glass with toughened glass following a Risk Assessment
and it was agreed that in the interim the bill for this be paid.
• November Budget Meeting:The Clerk reminded Members that any Capital
Schemes be submitted for the next Meeting when the Annual Precept
would be agreed.No funds from LCC had been received this Financial Year for
the Lengthsman Scheme and this would have to be addressed in the
Precept considerations.
Training for Parish Councils:Once again there was no progress.The matter
would be persued at the RVBC Liaison Committee where it had first
been approved.
Community Meeting~Bus B1 Slaidburn/Settle: No further information
had been received since the last Meeting.
LCC Town and Parish Council Charter:This would be submitted to
the Annual Town and Parish Council Conference on Saturday,29th,November
at County Hall,Preston,of which further details were awaited.
Planning Applications:
0540~Lower Monubent Farm,Bolton-by-Bowland:”Objections with Reasons”;
0699~Raygill Moss Farm,Bolton-by-Bowland, ”Defer”;
0697~Higher Greenhead Farm,Sawley:”No Objections”;
0713~Riverside Cottage,Sawley:”Objection”.
Fatal Accident A59:The Clerk had dicussed this with the Police
who had informed him that a comprehensive investigation of
highway safety
issues was being prepared by LCC.Any thoughts of this Parish
Council would be factored into that Report by the Police.There
followed
an in depth discussion on the matter and a number of remedial
aspects were agreed for forwarding appropriately.
Wind Turbines in Craven:The Clerk circulated a letter he had
received from Mary Walsh criticising him for not objecting
to this proposal.He
responded in robust fashion and drew Members attention to the
approved Minutes of the May Meeting when a Presentation on
the issue was
received and it was agreed to await a copy of the Application
before any submission
was made.A copy had now been obtained by Percy Tilbury and
subsequently handed to Mary Walsh.There followed an in depth
discussion and
it was unanimously agreed to object to the proposal.
Event at the Old Rectory,Bolton-by-Bowland:It was agreed that
the Clerk would take up this late night noise issue expressing
the
strong objections
of the Parish Council with the Regulatory Authority, RVBC.
Date and Venue of next Meeting:This to be held at Sawley
on 3rd November.
