PARISH COUNCIL ,HELD 7th JULY,2008 AT TOSSIDE COMMUNITY

COMMENCING AT 8-00pm
Present:Jim Porter (Chair),David Blackledge,Nick Capstick,Roger
Dewhurst,Barbara Evans,Angela Smith,John Thornber,Percy Tilbury
and Mary Walsh.
Apologies for Absence:Borough Councillors Rosie Elms and Richard Sherras.
Minutes:The Minutes of the previous Meeting were approved and signed
as a correct record.
Minute Book:The Clerk reported that he had that day acquired a new
Minute Book from Cowgills of Clitheroe at a price of £80 (Cheque
to be made payable to David Marsden).This was approved.
Standards Board~Revised Procedure:A letter and Notice from the Legal
Services Manager,RVBC,had been previously circulated.Complaints would
now be made across the country to the Principal Authority and no longer
to the Standards Board in London.
RVBC Local Development Framework:The Clerk had immediately prior to
the Meeting attended the first hour of this Presentation at the RVBC
Chamber where Richard Sherras was a co-presenter.Copies of the paperwork
screened would be circulated by the Clerk once received.
Progress Reports
•
Bailey Lane,Tosside:The Clerk had previously circulated paperwork submitted
by him to the Lancashire Local Access Forum and the subsequent minutes.He
expressed disappointment that progress appeared once again to have
stalled.He would speak later in the week to Gisburn Forest Ward parishioners
with a possible view to instigating a petition to LCC demanding a more
positive approach.

Traffic Speed Indicator (SpiD):This had now been ordered and would
be delivered to the Lengthsman shortly.LCC would then arrange for installation
of either new posts or with fixing brackets to existing.Authority had
previously been granted for this to be paid (see last Meeting~and a
Grant of £2,400 had been approved by RVBC).

LCC Parish Lengthsman Scheme:The Clerk and the Lengthsman were seeking
an urgent meeting with Dave Padley,Countryside Officer this week to
resolve a number of outstanding issues.
•
Refurbishment of Bolton-by-Bowland Traffic Sign:The Clerk had visited
the foundry at Settle which had been closed since the end of the year.Martin
Charlesworth had contacted the smithy and the work should be completed
in 3-4 weeks.The Clerk was asked to ensure that this was adhered to.
•
Flooding:The Floodgate at Skirden Bridge,Bolton-by-Bowland had now
received Planning Consent and associated works were in hand so that
the Stock Barrier could be removed.The Estate was also to be reminded
(by the Environment Agency) to remove the tree upstream.Kirk Beck,Bolton-by-Bowland,would
also be taken under the control of the EA (currently with RVBC) subject
to statutory procedures.A Capital Scheme dealing with the banking of
the Beck to deter flooding would follow.

Japanese Knotweed:The documentation for Richard Atton (immediate past
Lengthsman and qualified sprayer) was being processed by the EA and
he would soon be able to tackle the invasive species in Kirk Beck which
in the future could be jointly dealt with with the EA rather than RVBC
(see above).
•
Mountain Bike Routes at Gisburn Forest:An October commencement was
possible as was additional £60,000 North West Development Agency
funding subject to agreement between Clitheroe the Future and RVBC.
Financial Report
•

Annual Audit:The documentation for 2007/2008 was signed off and would
now be submitted to the External Auditor.
•
Roadside Benches-Bolton-by-Bowland:The Clerk had obtained very competitive
prices for recycled (plastic) benches locally sourced.Following discussion
on the repair of the existing/straightforward replacement/use of recycled
type it was agreed that £1,000 would be made available this Financial
Year for this purpose (anything higher would be subject to the November
Budget Meeting for 2008/2009).
•
In-House Printer:Following a technical breakdown with the Clerk’s
Printer a replacement had been found at no cost (which could now be
regarded as the Parish Council’s).
•
In-House Broadband:The Clerk reported that more and more documentation
was being received electrically and the current Land-Line connection
was now being repeatedly lost during Download requiring recommencement
of the procedure.He requested the Parish Council go Broadband at £59-99
for Connection + Router to relieve this frustration.This was agreed.
•
Railings Wigglesworth Road:A section previously painted by the Parish
Council was still in disrepair following vehicular contact.The Clerk
would resolve the issue at the forthcoming meeting with the Lengthsman/Countryside
Officer.
Training for Parish Councils:This Agenda item had appeared for 2 years
with no actual provision having been achieved by RVBC.It was agreed
one final push for this initiative be made in robust but polite terms.
East Lancs NHS~Clitheroe Hospital:Details of Workshops regarding the
redevelopment of Clitheroe Community Hospital had been previously circulated.
Community Meeting~Bus B1 Slaidburn/Settle:Details of this to be held
Wednesday at Crowtrees Inn,Tosside.had been previously circulated.Reference
was also made of the lack of buses to and from Bolton-by-Bowland which
would be taken up with Richard Sherras appropriately.
Traffic hazards in and around Tosside:A letter from a Tosside Parishioner
had been received at the Meeting which would be taken up at the forthcoming
meeting with the Countryside Officer and with the Area Surveyor,LCC.
Recycling Centre~Bolton-by-Bowland Car Park:With the arrival of Wheelie
Bins (including one for Plastic Bottles/Cans/Glass) the continued need
for this was questioned.Inquiries would be made at RVBC but there would
be no determination before the next Meeting.
Bolton-by-Bowland Information Room:The Glass protecting the Childrens
Artwork had cracked in two places and RVBC had not responded to calls
for some action.It was agreed that urgent remedial work be carried
out by the Lengthsman.
Serious Road Accidents at the Sawley Turn-off A-59:Further reminders
be sent to LCC urging that illumination and/or other measures be taken
at this junction to save lives.
Music Festival at Sawley (“Beatherder”):Yet again RVBC
was called out to monitor excessive noise at unsocial hours at this
recent event which apparently was allowed/licensed by RVBC but with
no contact with the Parish Council (last year at least this was afforded
after their decision).
