Minutes of Meeting 3 March 08
MINUTES OF THE BOLTON-BY-BOWLAND,GISBURN FOREST AND SAWLEY PARISH COUNCIL HELD ON MONDAY,3,MARCH,2008 AT THE BOLTON-BY-BOWLAND VILLAGE HALL COMMENCING AT 8-00PM. Present:Roger Dewhurst (Chair),David Blackledge,Nick Capstick,Barbara Evans,Terry Murray,Jim Porter,Angela Smith,John Thornber,Percy Tilbury and Mary Walsh. Also present County Councillor Albert Atkinson and one other. Apologies for Absence:Richard Schofield,Borough Councillors Rosie Elms and Richard Sherras. Bolton-by-Bowland Planning Delegation Scheme:The Clerk had previously circulated his Report of how a Planning Application had been dealt with concerning Mear Croft Bungalow,Holden,and that two submissions of Observations had been submitted to RVBC (the Planning Authority).The Parish Council at its last Meeting had received notification from the Ward Delegation Scheme that the determination was “No Objections”.The following day an Objection was submitted to the RVBC signed by Mary Walsh,one of the Delegates,on what appeared to be to all intents and purposes official Parish Council headed paper.It was not.This caused much grief and confusion.Mary Walsh circulated at the Meeting (3 March) a letter to the Chair in which she expressed regret as well as other considerations.The matter was then discussed in some detail.The Clerk suggested that for the foreseeable future the Delegated Scheme for the Bolton-by-Bowland Ward be suspended and the determination of Planning Applications be made available to all Bolton-by-Bowland Ward Representatives.This was agreed. Consultation on Orders and Regulations Relating to the Conduct of Local Authority Members:Correspondence from the Department of Communities and Local Government had been previously circulated. This was noted. Future of Bolton-by-Bowland Post Office:A Parish Councils’ Liaison Committee Report that covered potential closures in the RV of Post Offices had been previously circulated.It became clear that the B-by-B Post Office would close but that an outreach facility would be made available. Namimg of Streets:A letter from RVBC had been previously circulated.It was agreed that as a response the potential Bridleway locally known as Bailey Lane,Tosside be formally submitted for naming. Ribble Valley Strategic Partnership:In the absence of Richard Schofield this matter was deferred until the next Meeting. Progress Reports: *Bailey Lane and Car Park,Tosside:A Report to the RV Lancashire Local had been previously circulated.This begged more questions than answers. *Traffic Speed Indicator (SpiD):An Order would be placed in the new Financial Year for a SpiD and associated brackets (RVBC Grant of £2,400 secured). *LCC Parish Lengthsman Scheme:A Meeting with David Padley,LCC,Countryside Officer,was outstanding in connection with the continuation of the Scheme into 2008/2009. *RVBC Parish Councils’ Liaison Committee:Richard Schofield attended.The Clerk stated that he understood that SpiD’s and Parish Council Training had been discussed. *Refurbishment of Traffic Sign at Bolton-by-Bowland:Further attempts would be made to contact the Foundry at Settle.The Parish Council was reminded that it was already in receipt of a Grant for this work. *Flooding:A Meeting with Robert Ide,Environment Agency,was in the process of being arranged for the Bolton-by-Bowland Ward Representatives. Financial Report: *Cheques Required:Bruce Dowles £191-00 (Salary+£25 Petty Cash)Sawley Village Hall £10-00 (Hire);Bolton-by-Bowland Village Hall £500-00 (Grant);Sawley Village Hall £500-00 (Grant);Tosside Community Link £500-00 (Grant. *Appointmant of External Auditor:The Audit Commission had re-appointd BDO Stoy Hayward. *Replacement of Bench Seating Bolton-by-Bowland:It was agreed that a Capital Item be included in the Budget 2009/2010 to cover this.In the meantime a Parish Councillor would approach Russell Mason to carry out essential repairs. Training for Parish Councillors:Albert Atkinson reported that he had handed £800 to RVBC to ensure training would be provided. Society of Local Council Clerks:The Clerk circulated the latest edition of “The Clerk” the SLCC’s official magazine which included an article on himself but more importantly in the Stocks at Bolton-by-Bowland with picture included featuring Roger Dewhurst an Angela Smith.The Clerk would submit it for publication in the Clitheroe Advertiser. RVBC Citizens Charter 2007:The Clerk had received a copy which was available either from him or direct from RVBC on request. Mountain Bike Routes Gisburn Forest:This was a major scheme being put together by David Ingham who headed up the RV Strategic Partnership of which Richard Schofield was a Member.The matter would be included for future Meetings. LCC Parish and Town Council Seminar 12 April:Details of this had been previously circulated. RVBC Local Development Framework:Details on a projected Seminar were awaited. Planning Applications: *No Objections had been raised to the following:~ 0132 Garden Room,10,The Plantation,Tosside, 0125 (Re-submission)Holiday Cottages,Smithy Garage,Tosside,and 0138/9 Replacement Windows etc Spread Eagle,Sawley. *0092 Garden Room,Bolton Close,and Holiday Cottages,Brotherton Barn,Bolton-by-Bowland would be determined at a Ward Meeting 10 March. Wind Farm at West Marton:Richard Sherras had kindly forwarded information on this which had been circulated. Next Meeting:This would be held on Monday 12,May,at the Tosside Community Link.
